U.S. military beginning review of Syria options

Although the U.S. focus remains on exerting diplomatic and economic pressure on Syria, the Pentagon and the U.S. Central Command have begun a preliminary internal review of U.S. military capabilities, CNN has learned.

The options are being prepared in the event President Barack Obama were to call for them. Two senior administration officials who spoke about the review to CNN emphasized that U.S. policy for now remains the use of non-military options.

The focus on diplomatic options was underscored by the U.S. ambassador to the United Nations in an interview with CNN on Tuesday.

"Before we start talking about military options, we very much want to ensure that we have exhausted all the political, economic and diplomatic means at our disposal," Ambassador Susan Rice said on CNN's “Situation Room with Wolf Blitzer.”

The president has also said that the U.S. is working on non-military options first.

"I think it is very important for us to try to resolve this without recourse to outside military intervention, and I think that's possible," Obama said in an interview with NBC News that aired during the Super Bowl on Sunday.

But the military is beginning to look at what can be done.  One of the senior U.S. officials called the effort a “scoping exercise” to see what capabilities are available given other U.S. military commitments in the region.

Both officials pointed out that this type of planning exercise is typical for the Pentagon, which would not want to be in the position of not having options for the president, if and when they are asked for.

It would be Gen. James Mattis, head of U.S. Central Command, who would provide details on what U.S. military assets are available, what missions they could perform if asked, and what risks U.S. forces might face.

“The Pentagon is closely monitoring developments in Syria.  It wouldn’t be doing its job if it didn’t put some ideas on the table,” one of the senior U.S. officials told CNN. “But absolutely no decisions have been made on military support for Syria.”

The two officials were not willing to be identified because they were not authorized to talk to the media.

Typically those types of options are held by the Pentagon as very preliminary plans and not even forwarded to the White House unless asked for. If asked, plans are then fleshed out with specific units to support them.

In this type of analysis being done, the military would typically look at all options ranging from humanitarian relief, to support for opposition groups, as well as outright military strikes, although that is an unlikely option, both officials said.

“This remains a campaign to apply economic and diplomatic pressure,” the first official said.

The military’s work to analyze potential military options for Syria has been quietly going on for several weeks, two administration officials confirm to CNN. The bulk of the analysis is being done by staff of General Mattis, who would be the senior commander if the President were to order any action.

Mattis’ analysis is being shared with General Martin Dempsey, chairman of the Joint Chiefs of Staff, who would then present options to the White House, if it came to that.

“We don’t want to be in the position of suddenly dusting off some five year old plan,” one official said.  The official emphasized the work is extremely preliminary but said the military would look at a full range of contingencies.

Arizona Sen. John McCain, the top Republican on the Armed Services committee, told reporters Tuesday that the U.S. should consider "all options including arming the opposition."

But U.S. officials said that adding weapons into the volatile and violent situation is not a viable option.

"We never take anything off the table. The president does (or) doesn't. However, as the president himself made absolutely clear and as the secretary has continued to say, we don't think more arms into Syria is the answer," said State Department spokeswoman Victoria Nuland.

    This mess has its roots way back in the Jimmy Carter Administration, he showed the Arab world how weak we were in dealing with this type of problem. Reagan ran when they killed our soldiers in Lebannon, and Bush should had never sent our troops in Iraq and Afgan. I would had sent all 130 of our B-52 and that would had been the end of it. Yes, I know I am radical in my thinking. The Arab world hate us, there will never be peace with them until we are like them or they kill us. This is peace to them, convert or die. It is that simple.         Yes it is very similar to the situation in "Wag the Dog." There was an article yesterday about a plane being searched in Lebanon that contained huge amounts of weapons, cash, credit cards and passports that originated from the US and Brazil (you can do a search on it and easily find the story). Additionally, last night my wife and I were watching Channel One from Russia and they reported that both Russia and China are observing a very different situation in Syria from the one being reported on American TV. Yes some of you might find it hard to believe but the news agencies in Russia are generally more trustworthy than almost anything you will see here as far as so-called mainstream media. The US has devolved into something foreign to most Americans whether they realize it or not.

Iran is our only enemy in the Middle East that we need to destroy before they get a nuclear weapon.       I served in Vietnam (2 tours). My son is now 28, and I will not let my son register the draft nor will I let him join the military. I learned a lesson as a young man..Don't join the military because the politicians just play games with the military. The politicians screwed us as whores; they don't give a shit about "Us", because they only lie, cheat and steal from the public. I have dual citizenship so if the screw with me, I'll just leave never to come back.       Wow, you're an idiot. First of all, congress has quite a few veterans in it. Not as many as it used to, but a number of them. Second, the military offers an option to many disadvantaged kids that don't have a lot of options – we'll feed you, clothe you, house you, give you a job and train you. In exchange for that, you might have to do the job of a soldier, and that could mean risking your life. You can't have one without the other. I'd like to see more done for the injured and damaged soldiers coming back from war, but save us your bleeding heart liberal spewage about how "the man" takes advantage of you. Or, find a different job.

        You must live in a state booming with economic activity. The vast majority of our fighting force is recruited from areas like the one I live in. We have had 10+% unemployment for the last 6 years, making the military one of the largest employers of our young. Now that the rest of the economy is going in the tank, unless you know a higher up at a local company, your chances of getting hired are virtually nil. When no one will hire you, want to tell me what other choice we have than signing up to the military? Given that very very few of our officials in Washington actually have children or even grand children forced to sign up to the military, they personally risk very little, while those of us in the heart land are forced to risk everything in order to make a few of the richest people on the planet even richer. And if you think there is anything "right" or "just" about it, they have molded your brain to the point where you would kill your neighbor's kid without a second thought!

        You obviously pay no attention to real world events. We are only out for Syria for one thing. We cannot attack Iran without cause. Obama is too big a pussy to take account for anything so either A) we have to have another 9/11 attack here (ie false flag just like the last one), so we can blame it on Iran, B) start up rebellion inside other arab nations in order to justify us being there and hope that Iran comes in so we can attack them. or C) pre-emptively attack Iran with their nuclear program as a justification, or D leave them alone to deal with their inner-bs without our intervention. We can't do A because the American people have figured out for the most part that 9/11 was a justification for stealing Iraq's oil. We can't do C because it will start WORLD WAR 3!
