Pakistan ready for a reset?

The chill between the United States and Pakistan continues in 2012, a condition that could contribute to a tough start for Pakistan's new ambassador to Washington.

Sherry Rehman will arrive to take up her duties in Washington by the end of the week, a senior Pakistani official confirmed to CNN.

Rehman, a longtime member of Pakistan's ruling People's Party and a confidant of former Prime Minister Benazir Bhutto, is a staunch supporter of human rights - a stance that could help in her new position, but she's got her work cut out for her.but she's got her work cut out for her.

Pakistan continues to hold the United States at a distance after the disastrous NATO airstrike that killed 24 Pakistani soldiers on the border with Afghanistan.  The U.S. military admitted error, but not enough to satisfy the Pakistanis whose own investigation offered a different take on what went wrong.

As a result, key supply lines into Afghanistan continue to be shut.  The CIA has put its drone program on ice for the time being, it seems, and U.S. military personel left the country late last year at the request of the Pakistanis.

Still, the U.S. needs Pakistan and continues to talk about stabilizing relations.  U.S. Ambassador to Pakistan Cameron Munter has been in touch with the Pakistanis, according to the State Department.

"We want to get back to normal and get into a full counterterrorism relationship again," State Department spokeswoman Victoria Nuland said Tuesday.  "We think that’s important, not only for U.S. security but for Pakistani security and for the security of the entire region. So those conversations will continue."

Rehman’s most critical mission as ambassador is to sell Pakistan as a reliable ally in the fight against militancy and as a deserving recipient of billions of dollars in US aid at a time when Washington is also fast losing trust in Islamabad.

The Pakistanis want money and right now the steady flow of U.S. dollars has been stemmed. Congress recently passed a new defense bill that freezes some $700 million in aid pending assurances that the country working to stop the the manufacture and transport of improvised explosive devices, or IEDs - the hidden bombs that have caused havoc for coalition forces in Afghanistan.

Rehman replaces Pakistan’s former Ambassador to Washington, Hussain Haqqani, who resigned amid alleged links to a secret plot to cut back the powers of Pakistan's military leaders. It is widely believed that the scandal so incensed the military brass that they wanted Haqqani out.

    Pakistan was all the way trying to act smarty pants. Their power drunk Army sought to attain 'strategic depth' in the South Asian region. When the opportunity to experiment with asymmetric warfare against the Soviets came across for free, they jumped up in glee and grabbed it with both hands and feet.

    With the covert support of the USA a Saudi, US financial help, Pasthus from Afghanistan available for foot soldiers Pak stood to lose nothing. They thought they could play the entire show with their strings. However, however... the mistake they made was to create a radicalized society to provide a broad based, local level, agenda driven support to the malicious policy designs.

    This megalomaniacal over drive by their Army, ISI resulted in a very insecure society prone to conspiracy theories. Quoting from my earlier post :

    "No electricity, No gas, No CNG. Only 40 freight trains of a fleet of 120 run today. Your military spending is a higher % of your GDP than your education spending. Your girl child is consistently ignored. Out of a population of 170 Million, 40 Million kids will not finish high school.

    This is what your megalomaniacal military brought upon you. Don't see it? Sure, I can empathize with you for you have been brainwashed systematically since the days of your president Zia-Ul-Haq. Religion, you claim will solve everything for you. You insist on hating minorities including Hindus, Christians, Sikhs in your country. Worse yet, Sunnis think Shias deserve the worst i.e. that the Shias don't deserve to exist. Can't imagine the fate of Ahmadi, Ismaili, Hazara minorities in your country."

    It is high time for CNN moderators to accept comments only after log-in. Even better option will be to (temporarily) revoke the member accounts, and request fresh sigh-in, as I have been informed from reliable source that hackers are quite capable of accessing at least the personal E-mail IDs of the CNN members.

    And yes, validate the E-mail ID at least once before starting accepting comments. Let this thread be an eye opener as to how blogs can be misused.

    The whole world knows that its USA who is waging illegitimate wars against Iraq and Afghanistan and also supports Israel when it commits atrocities against the people of Palestine. But we the Indians have no problem with it. The American people do not want these wars to continue because it is wasting their hard earned tax dollars and also killing innocent civilian population in the name of WOT. But we Indians do not have any problem with that, In fact we support Israel in its cause. In fact, Israel and India are blood brothers. For we have the napak blood of Muslims in our hands. We are committing atrocities in Kashmere and we want USA to support us just as it is supporting Israel. But the problem is the Afghan war and the fact that USA has to take Pakistan's help to restore peace in the region and stop the war...and focus on us...and take help from pakistan from one hand and bomb Pakistan with the other. Although it is not possible and it does not make sense too. But why do I have to care? I am an Indian? You think drinking cow's pee every morning make any sense? duh...Anyway don't try to change the topic. Lets focus on the real problem. How to make USA take help from Pakistan and then keep bombing it side by side? I just want to take a good night sleep now and don't want to think about Pakistan but the problem is it keeps coming back in my dreams. Last time I checked with my psychotherapist, he told me that its not Pakistan, its my guilt which comes in my dream. The guilt of occupying Kashmere against the wishes of its people and committing atrocities although all they want from me is freedom. But I don't get it? Please USA help me. Please bomb Pakistan and help me get rid of my guilt.

    Well this is a BOMBSHELL, the (in) famous Pakistani nuclear scientist Abdul Qadeer Khan reportedly sold nuclear centrifuge designs even to India (based on circumstantial evidence), although to be fair he did not confess the aforesaid fact.

    A.Q. Khan is a much more colourful character than usually perceived.

    With these kind of “jewels” in Pakistani establishment (past, present & future….)

In doing that, I forget to mention that war is not good for any economy. Americans have lost millions of dollars in these senseless and endless wars in Iraq and Afghanistan. And they have made so many enemies in the meanwhile. Last thing they need is to start another war and make another enemy. There is no good war and there is no bad peace.     Successive United Administration has displayed “fatal attraction” to Pakistan in spite of being cheated repeatedly, Pakistan has its own fish to fry.

    Deeply immersed in identity crisis after segregating from India on religious grounds, fundamentalism serves as the lifeline to Pakistan.

    Looking from American perspective one should realise that, for Pakistan the “reset button” does NOT exist.

      a- Who wants to start a war between USA and Pakistan?
      Pakistanis = no
      Americans = no (they don't want their tax money to be wasted in another senseless war)
      Indians = Sure (what do we have to lose)

      b- Who wants good relations between pakistan and USA?
      Pakistanis – yes
      Americans – yes
      Indians – no

    The United States has agreed to pay Pakistan 1.6 billion dollars plus $1,500.00 per container going into Pakistan. An undisclosed amount that runs in the millions for containers already delivered will also be paid to Pakistan.

    They will open the border once the payment comes through.

    Regarding your “How Pakistan Lost Its Top US Friend”, (Barnes and Entous article, 28 Sep 2011), both your article and Adm Mullen exemplify the fundamental naivety and failure of US foreign policy from Rabat to Rawalpindi for the last hundred years. I have grieved over the dearth of Mid-East and Islamic expertise evinced in successive presidential administrations since WW-II.
    Our entire foreign policy with this part of the world has been based on totally naive and unrealistic assumptions. It has been founded in our own culture’s axioms and assumptions when dealing with European friends and adversaries, with no regard for the Muslim world’s or Eastern world’s view of us and what drives how they deal with us. In short, Muslim dealings with the West, and the US in particular, have been laced with duplicity and deceit. Rarely do Muslim countries ever see us as more than an expedient association and never a true friend.
    There are many good works on Arab and Islamic culture available, but most any graduate of the US Army, Defense Language Institute-Foreign Language Center (DLI-FLC), at the Presidio of Monterey, CA, and the US Army’s Mid-East Psychological Operations School, at the JFK Special Warfare Center (JFK-SWC), Fort Bragg, North Carolina, will tell you that, when dealing with Muslims, everyone should begin with completely digesting and studying the Quran and reading Rapael Patai’s, “The Arab Mind”, (Scribner’s & Sons, New York, 1973, 1976 & 1983).
    Religion is a core value. Any psychological warfare specialist will tell you to never attempt to assault or change the core values of a target audience, because you will immediately alienate your audience, lose all credibility and instill deep distrust. So what do our White House, Congress and State Department do? They tell the world and Muslims that they must change ancient cultural practices; publicly calling them barbaric (which they are), causing them to lose face and creating deep distrust, antipathy and hatred.
    Furthermore, Muslims see us as interlopers at best, but predominantly as blood enemies of Islam. In deed the West’s history and rhetoric underscores that belief. The word “infidel” has been bandied about for so long in everyone’s description of how Muslims view us, that the word has lost its true impact as borne in the Muslim mind. An infidel to a Muslim is like the “Anti-Christ” is to Christians. We are Beelzebub incarnate.
    Muslims also have a long history of dealing with the world from a weaker and/or impoverished position, particularly the Shia. Muslims, have also, usually been caught between contending powers and/or external and internal rivalries. Coupled with Quranic permission to lie to and to deceive infidels, Muslims have long understood and practiced telling the West what it wants to hear, and living up to their words, only when it was expedient or advantageous. Meanwhile, they are busy behind the scenes mending fences and paying off internal or regional hard-liners and fundamentalists and our enemies. One must always remember that lying is an art form in the Muslim world. Examples are everywhere throughout our history with them. Yet we are always surprised, astounded and jilted, when Muslim deceit and duplicity is outed.
    Our failures in the Muslim world will only continue and exacerbate until the White House and State Department get rid of the starry-eyed liberals who, like Adm Mullen, tragically and ignorantly treat, hearts a twitter, with Muslims as if we share common values and views. To succeed, we must employ hard-bitten and pragmatic people with true, unvarnished knowledge and understanding of Arab and S.W. Asian Muslims.

    $700 millions in aids is peanuts for a country of Pakistan's size. Which world are we living in? Reality is that we cant pull out of the region (namely Afghanistan) and we cant cut ties with Pakistan either and declare them enemy. They are sitting next to China... and have openly called them 'time tested friend'. Any vaccum will allow china to move in. Chinese would not let Pakistan fall even if US pulls out completely and dont give a dime in aid cuz they need distraction for India, and what better distraction than Pakistan? Fact is that regional politics are complicated. Pakistan is not going anywhere... we give them aid or not. Aid goes to corrupt politicians who fatten up their foreign accounts and move away anyways. In the end, its us, the taxpayers who foot the bill. We need to start a dialogue with Taliban, who Pakistan supports but never admits too... but first we need to find their true representative. Hopefully Qatar can help with that. Who ever thinks Pakistan will sink because of $700 mil is living in a fools paradise.

      Do we really care if China would move into that sewer called Pakistan? it always amuses me to see how worried people are that we might leave a "vacuum" when we withdraw from these failed states. That fear is what got us into Vietnam in the sixties.. Ads when we left, did the Chinese move in? not at all. That country is now one of the more stable parts of the world. And even IF the Chinese , or Russians, or whomever, want to move into those sewer states, what do we care? Do we really believe the US woudl be even the slightest tbit less secure becauae of that? You really think the Chinese would want to do anything stupid? The US with its nucrear stockpile is, and will be the most feared military might int he world, and NO country will be stupid enough to undertake anything directly against us. it is time we, the US, start having some more self esteem about our abilities again, instead of constantly being feared what these third-world countries might "do" to us, and invading (or supporting) them as a result. STOP being afraid of everything all the time!

        No they they destroyed themselves by not cleaning up their own mess. The American's made the Mujahadeen. A combination of Pushtin Afghanis and members of the Northern Alliance. Once the Soviets left the Paks backed the Pushtin fighters during the Afghan civil war which became the Taliban. Pakistan has an air force. Why didn't they pursue Taliban targets in Warzistan? Why did the US need to use drones to attack targets in this province and make the US look like an enemy. Send her back to Pakistan!!!

        Reality (whatever), you are assuming that Pakistan had anything going for them before we came along. They didn't. From the moment they were given their independence, they have been at war with their neighbors, ignoring their domestic affairs and denying law and order unless it came from the military. It is a lawless nation much like Afghanistan, only they have nuclear weapons. We send aid to Pakistan in order to help them maintain a military which takes care of their nuclear weapons. They absolutely need our money as they have vitually no legitimate exports so they have no money coming in, outside of the opium trade and the human trade. The United States absolutely does not need Pakistan. I mean really!!!! What on Earth do you think they have that we need? Rocks? Dirt? Goats? By the way, I will ignore your cost of services comment, because it really hits a dum nerve and I don't want to focus on ignorance in this post. Just suffice to say that the money we were sending to the Pakis was for the use of a base, not services. Sheessh. The money is on hold now because they asked us to cease operations from that base. All of this information is available just by going to Google and looking it up. Why assume "reality"? Lets just look at the facts.

        US needs Pakistan. It is taught in US business courses that you eliminate threat first. You can not kill the whole country at once but you can strategically slave them slowly by many ways including pressure, aids, sanctions, military power etc. It's along term goal US has. Pakistan has been a dependent country from the start and did very little to stand up on its own. Pakistan is volatile but has a lot of potential with manpower and natural resources. Pakistani people need to learn how to be self dependent with their own people and resources and world will come out and help them...otherwise it's a lost battle and things are getting worst.
        I know personally that majority of Pakistani are good people with lack of system in place in their country. Same people when go abroad, do great job in all fields.

        @Reality: Your right and you are wrong there. Pakistan needs the US money for a great deal number of things it could help to mitigate Pakistani tax burdens for. HOWEVER, the corrupt politicians and breaucrats it that country take what they can get away with.

        So yes Pakistan needs US aid, it doesn't really get it though. If the US stopped giving aid and moved all of its military bases back to the US it would effectively start a world wide recession and regional conflicts:
        Europe would have to pay for its own military defenses (something they have been able to keep low due to US military presence in most of the countries),
        Africa would dive into wars over resources since most of the countries survive on US aid (the others would be swapped by refugees and war bands dropping their resources)
        Middle East would spiral into a killing field. Already poor economies would plummet, they'd blame it on the US and Isreal and they'd attack Isreal.
        Asia with the exception of China would have the same issues it does...but worse.
        South America with the exception of Brazil would face declines less than the above countries.

        In other words a domino effect of world wide stupidity, regardless of creed, color, or ethinicity. Nobody wants a handout until its gone and when they have nothing left they'll steal it from somebody. And that is just human nature.

        Who's pretending? People actually representing the US don't say that. The US pays Pakistan those billions of dollars based on whether or not they fulfill certain requirements established. Most of what is sent is to the military to train and equip their soldiers to fight regional tribal factions, that is not exactly a secret.

        Also that Pakistan has greedy and corrupt politicians is not a secret (nor should it be, look at any other country). Those officials get away with it by keeping normal pakistanis less informed and less educated than the rest of the world.

        The people of Pakistan certainly need money from whereever they can get it. Friendship and respect are earned. Mutual respect? Pakistan clear doesn't respect the US when bin Laden is hiding 10 miles from their premeier military academy for 10 years. That would be like Hitler 10 miles from West Point, you're telling me the the US wouldn't know? Nope, someone in the ISI decided to line their pockets and not reveal that information.
